| The owner selects and contracts with an architect to prepare a building design and contract documents.
Competitive bidding is then used to select the general contractor.
The owner warrants to the contractor that the construction documents and plans are correct and complete.
Changes due to design or specification error are charged to the owner. The owner becomes involved with
coordination concerns and the resolution of disputes between the architect and the contractor.
The construction team has no input, which limits the opportunities for, and implementation of, value engineering
(options for additional cost savings).
When contractors are selected solely on competitive bids, they are forced to use the lowest prices to become
the successful bidders. Contractors are required to provide only the minimum level of service, quality, and
materials to satisfy project document requirements.
